How the Post-9/11 housing allowance is built

The Post-9/11 GI Bill housing allowance, usually called MHA, comes from three numbers. Start with the Defense Department's Basic Allowance for Housing for an E-5 with dependents in the ZIP code where you attend most of your classes. Multiply by your eligibility tier, then by your rate of pursuit. VA's current rate page covers August 1, 2026 through July 31, 2027 and applies the 2026 BAH tables.

For that rate year the national average allowance is 2,396 dollars a month, and online only training pays up to half of it, which is 1,198 dollars. Those two figures anchor every estimate here. A ZIP code with expensive housing produces a larger BAH and a larger allowance, but the 1,198 dollar ceiling holds for online study no matter where you live.

Two conditions remove the payment: serving on active duty, or using transferred benefits as the spouse of someone on active duty. Half-time enrollment or less also ends it, along with correspondence training and flight training.

Rate of pursuit, rounded to the nearest 10 percent

Rate of pursuit is the share of a full-time load you carry, rounded to the nearest 10 percent. VA's own example: 9 credits in a term where 12 is full time gives 9 ÷ 12 = 75%, which is paid as 80%.

The rounding runs both ways. 11 of 12 credits is 91.7% and pays at 90%. 7 of 12 is 58.3% and pays at 60%. 8 of 12 is 66.7% and pays at 70%.

The gate sits at 50% and it is strict: your actual rate of pursuit must be more than 50%. Six credits out of 12 is exactly 50% and pays nothing. A 6.5 credit load is 54.2%, which clears the gate and then rounds down to 50% for the payment, so the check arrives at half the full-time figure.

Clock hour programs run the same division with hours instead of credits: 24 scheduled hours against a 30 hour full-time week is 24 ÷ 30 = 80%. Nonstandard terms are converted to credit hour equivalents first, so a five week summer session does not inflate the rate of pursuit.

Full time is whatever your school certifies, not a fixed national number. Most undergraduate terms treat 12 credits as full time, graduate programs often use 9, and a short summer term can set the line at 6. Divide by the figure your school reports and the rest of the calculation stays the same.

Benefit tiers from 50% to 100%

Your tier comes from total active duty time, with or without breaks. 90 days to 5 months is 50%, 6 to 17 months is 60%, 18 to 23 months is 70%, 24 to 29 months is 80%, 30 to 35 months is 90%, and 36 months or 1,095 days reaches 100%. A Purple Heart awarded on or after September 11, 2001, or a discharge for a service-connected disability after 30 continuous days, also reaches 100%.

The tier multiplies the whole payment. At a 2,400 dollar BAH and full-time enrollment, 90% pays 2,400 × 0.90 = 2,160, 70% pays 2,400 × 0.70 = 1,680, and 50% pays 2,400 × 0.50 = 1,200.

The same cut lands harder on the online rate, because the base is already half the national average. At 80% the online maximum falls to 1,198 × 0.80 = 958.40.

Online only training and the 1,198 dollar cap

Online only study swaps the ZIP code for a national figure. VA caps the payment at half the national average allowance, 1,198 dollars for the 2026-27 year against a 2,396 dollar average, and the tier and rate of pursuit multipliers still apply on top. VA's online learning page states the half average rule in one paragraph.

One in-person class changes the math. If any course in the term meets in person, VA uses the resident rate for the ZIP where you take most of your classes, which can be several hundred dollars a month more. A single weekly seminar can be worth more than the commute it costs.

Foreign schools use the full national average instead of half of it, so the ceiling is 2,396 dollars, prorated the same way.

Worked examples at a 2,400 dollar BAH rate

Full time, 100% tier, in person. 2,400 × 1.00 × 1.00 = 2,400 a month. Over a nine month academic year that is 2,400 × 9 = 21,600.

Nine credits, 90% tier, in person. Nine of 12 credits rounds to 80%, so 2,400 × 0.90 × 0.80 = 1,728 a month, and 1,728 × 9 = 15,552 for the year.

Seven credits, 80% tier, in person. Seven of 12 rounds to 60%, so 2,400 × 0.80 × 0.60 = 1,152 a month.

Full time online, 60% tier. 1,198 × 0.60 = 718.80 a month, which is 718.80 × 9 = 6,469.20 across nine months.

The gap between modes is large for one student. A 90% tier student at a 2,400 ZIP collects 2,400 × 0.90 = 2,160, while the same student online collects 1,198 × 0.90 = 1,078.20, a difference of 2,160 - 1,078.20 = 1,081.80 a month.

When the payment starts, stops and gets prorated

VA pays the allowance at the end of each month for the days you were enrolled. A term that starts on the 20th pays a partial month: at 2,400 for a full month, 11 days of a 30 day month comes to 2,400 ÷ 30 × 11 = 880.

The payment stops during school breaks, and it stops in any month where enrollment drops to half time or below. Summer terms pay only when you are enrolled in them.

MHA is separate from tuition. Tuition and fees go to the school, and the books and supplies stipend tops out at 1,000 dollars per academic year, paid at up to 41.67 dollars per credit hour for 24 credits. None of that money passes through the housing allowance.

Month length matters at the edges. A 31 day month pays a smaller daily rate than a 30 day month: 2,400 ÷ 31 = 77.42 a day against 2,400 ÷ 30 = 80.00 a day. Enrolled every day of the month you still collect the full 2,400 either way, but a partial month in March pays less than the same number of days in April.

Active duty members and active duty spouses using transferred benefits get no MHA at all. The allowance is not taxable income, so the figure on the VA statement is the figure you budget with.

Looking up your BAH rate and checking the total

The BAH figure is the one input you cannot compute from the other two. Look it up at the Defense Travel Management Office BAH rate lookup using the ZIP code of the campus where you attend most classes, pay grade E-5, with dependents. Choose the 2026 table, which took effect January 1, 2026 and rose an average of 4.2 percent over 2025.

Then check the total against the GI Bill Comparison Tool, which applies the current rate year to the school you select, or ask the school's certifying official, who certifies your enrollment to VA each term.

When the number here sits far from the award letter, three causes cover most of the gap: a different ZIP code on the enrollment certification, a tier built from a shorter period of service, or a term the school certified at a lower credit load than you expected.

Two habits keep the estimate honest. Use the campus ZIP rather than your home ZIP when the two differ, since the allowance follows the classroom. And rerun the number each August, because the BAH tables move in January and the VA rate year moves in August.

Frequently asked questions

How is the Post-9/11 GI Bill housing allowance calculated?

Take the E-5 with dependents BAH rate for your campus ZIP, then multiply by your tier and your rate of pursuit. A 2,400 BAH at 90% tier and 80% pursuit pays 2,400 × 0.90 × 0.80 = 1,728 a month.

Which BAH rate does VA use for MHA?

The rate for an E-5 with dependents at the ZIP code where you attend most of your classes, from the 2026 BAH tables for the August 1, 2026 to July 31, 2027 rate year.

How much is the online only housing allowance?

Up to 1,198 dollars a month, which is half of the 2,396 dollar national average for 2026-27. Tier and rate of pursuit reduce it from there.

What rate of pursuit do I need for MHA?

More than 50%. Six credits out of 12 is exactly 50% and pays nothing, while 7 credits is 58.3% and pays at the 60% level.

How do I work out my rate of pursuit?

Divide the credits you take by the credits your school counts as full time, then round to the nearest 10%. Nine of 12 credits is 9 ÷ 12 = 75%, paid at 80%.

How much is MHA at the 90% tier?

90% of the full rate. At a 2,400 dollar BAH that is 2,400 × 0.90 = 2,160 a month at full time, and 2,400 × 0.90 × 0.80 = 1,728 at 80% pursuit.

Does a 50% tier still get a housing allowance?

Yes, if your rate of pursuit is above 50%. The payment is half the full rate, so a 2,400 dollar BAH pays 2,400 × 0.50 = 1,200 a month.

Is MHA paid during school breaks?

No. VA pays only for days you are enrolled, so a break between terms produces no housing payment for those weeks.

Do active duty members get the housing allowance?

No. Active duty members and active duty spouses using transferred benefits are excluded, since they already receive BAH or live in government quarters.

Is the GI Bill housing allowance taxable?

No. The allowance is not taxable income, so the amount on the VA statement is what you budget with.

What happens if I take one in-person class?

The resident rate applies, based on the ZIP where you take most classes. A 90% tier student moves from 1,198 × 0.90 = 1,078.20 to 2,400 × 0.90 = 2,160.

How much is MHA at a foreign school?

Up to the full national average of 2,396 dollars a month, rather than the 1,198 dollar half average used for online study.

How many credits count as full time?

Whatever your school certifies. Most undergraduate terms use 12 credits, many graduate programs use 9, and short summer terms can set the line at 6.

What is the national average MHA for 2026-27?

2,396 dollars a month. Half of that, 1,198 dollars, is the maximum for online only training in the same rate year.

How much MHA do 7 credits pay?

7 of 12 credits is 58.3%, which rounds to 60%. At a 2,400 dollar BAH and 100% tier that pays 2,400 × 0.60 = 1,440 a month.
